The WHO-CST program is a global initiative developed by the World Health Organization (WHO) in collaboration with Autism Speaks. Designed as a "Train the Trainer" model, it equips professionals working with children (ages 2–9) with developmental delays and disorders to effectively coach parents and caregivers.
The program focuses on empowering families with practical strategies to support their child’s communication, play, and behavior—while also addressing caregiver mental well-being.

Training Format and Levels
Level 1: Foundational Training
· Learn to apply WHO-CST principles with children with developmental disabilities
· Acquire skills to coach caregivers using these strategies
· Delivered through a hybrid model (online + offline sessions)
· Includes 12 weeks of supervised practice to support fidelity
· Upon completion, participants receive a Level 1 fidelity certificate
Level 2: Facilitator Training
· Open to professionals with a Level 1 certificate and at least one year of applied practice
· Trained facilitators conduct WHO-CST sessions for caregivers through group meetings and home/center-based visits
· Typically implemented by 2–3 facilitators per organization
Level 3: Master Trainer Training (Training of Trainer)
· For those who have conducted Level 2 activities for at least two years
· Learn to train new facilitators using the WHO-CST curriculum
· Become certified to deliver the program across organizations as a Master Trainer
